INTRODUCTION
In recent years, a number of developing countries have launched e-government programs and several development agencies and government have identified e-government implementation a key policy priority. Driven by the success of a few projects in improving delivery of services to citizens and businesses, an increasing number of government are making ICT investments in the public sector. The outlined mission of the ICT is the new technologies that are changed our world. They create jobs, they are transforming education, health care, commerce, politics and more. They can help in the delivery of humanitarian assistance and even contribute to peace and security. One of the most pressing challenges in the new century
is the harness this extraordinary force, spread it throughout the world, and make its benefits accessible and meaningful for all humanity, in particular the poor. The principal mission of this is to tell us how we might accomplish this ambitious goal. The theoretical underpinning of e-governance come from United Kingdom, Australia and New Zealand, and swept across other countries since. It seeks to reinvent government through metamorphosis into an entrepreneurial, business-like, mission and vision-driven state, which changes its role from rowing to steering.

Introduction
India and its manpower is again at the center stage of the world. This time though, it‟s not a predicament, but it is the source of hope to the so called „aging‟ developed nations. With an expected population of 1.3 billion by 2020, 60% of which would be in the working age group (15-59 years) India is the powerhouse of the coming decade. According to a research by Boston Consulting Group, estimate is that by 2020 India will have a surplus of active
population - about 47 million people. Reference: Potential population is calculated as the number of people in the working age group (15-59 years) that each country will either be in shortage of or will have a surplus in

Introduction
Entrepreneurship is gaining added attention in the present economic predicament. Entrepreneurship is not only a key facet of economic dynamism but also an imperative for economic growth, productivity, innovation and employment. Skilling and Entrepreneurship complete each other! Skills are fundamental to, but not sufficient for, gaining decent jobs. Improved productivity through skill development must be complemented by economic growth and employment opportunities. They are, collectively, a prerequisite to the Government's pursuit of holistic development of the nation. The Ministry under its mandate, therefore, not only focuses on skilling but also guides the
entrepreneurship movement in the country for speedy reorganization of the entrepreneurship ecosystem. This will ensure sufficient employment opportunities for the skilled workforce. Unleashed entrepreneurship, besides employment generation, will also utilize the youth power for productivity improvement and wealth creation; thus, stimulating equitable development and a sustainable path for decent livelihood creation for the country.
Technology and resources have to be judiciously harnessed to achieve the same. Furthermore, endeavors need to be aligned to ensure the outreach of opportunities and services to the bottom of the economic pyramid, facilitated by enterprises.

Introduction
The rural India is more populated comprising 68.87% of population and share of urban is less compared to rural population i.e. 31.6% (Census 2011). Therefore it is important to focus on the rural women and develop entrepreneurial skill among them. Women’s development means unification, integration and has spread effects in cultural as well as social fields
(Mehta and Sethi, 1997). Self help groups play a significant role in advancing finance and capacity building programmes to empower them (Sabiha Fazalbhoy, 2014). The capacity building training programme can play crucial role in the upliftment of poor by enabling, empowering, decision Making and making them self reliant (Sankara, 2016). Self help groups by providing them opportunity to become economically independent, increase awareness,
progress in their standard of living, enlarge social networking, increase self confidence, urge to accomplish, courage to participate in political interaction, decision making, solving the problems of rural women as well as at village level and increase leadership among rural women. (Padmavathi,2011). As far as Jammu and Kashmir state is concerned, unemployment rate is high than nations average unemployment rate and therefore self help groups can help
the women in rural areas to avail the opportunity of self employment. Self- employment empowers the rural women to bring positive change and uplift the economic status. SHGs help in meeting credit requirements and increase status of women in the economic, social, cultural and democratic sphere of life. The change phase of business where women work as entrepreneur has good work force and the requirement is to increase the profitability by
providing training as well as guidance for prosperous and bright future (Rajasekaran and SinUMEED scheme has been launched in Jammu and Kashmir by Congress secretaryRahul Gandhi along with then chief minister Omar Abdullah in Kashmir Budgam district in June 2013 the project was launched from Swarn Jayanti Gram Swarozgar Yojana and later on
restructured as national rural livelihood mission. This model is already a success in South India where women also had nothing to eat have had made wonders with the help of the scheme. the project encourages rural women to focus on small savings and get financial help from the banks at the time of need. Rahul Gandhi had announced the fund allocated for UMEED project was 755 crore which is centrally sponsored scheme and helpful for $900,000
it in 143 blocks as well as covering 4098 panchayats of Jammu and Kashmir state.
