Abstract
This paper examines organizational culture as a strategic resource through the lens of the dynamic capability perspective. In increasingly volatile and competitive business
environments, firms must develop the ability to sense opportunities, seize them effectively, and transform their internal processes to sustain performance. Drawing on a systematic review of contemporary literature, the study conceptualizes organizational culture as an intangible and evolving capability that underpins these dynamic processes. The findings suggest that cultures promoting knowledge sharing, learning, adaptability, and innovation significantly enhance organizational responsiveness and strategic flexibility. Furthermore, the study integrates insights from the resource-based view and dynamic capability theory to position culture as a valuable, rare, and inimitable asset that contributes to sustained competitive advantage. The paper also highlights the critical role of leadership in shaping cultural attributes and aligning them with strategic objectives. By offering a comprehensive theoretical framework, this study contributes to a deeper understanding of how organizational culture drives capability development and long-term performance. The research provides directions for future empirical validation and practical implications for organizations aiming to strengthen their adaptive capacity.
