Competency assessment provides organisations with a systematic approach to evaluating employee capabilities and identifying developmental needs. However, competency frameworks have to be adapted to correspond to the behavioural expectations of specific organisational contexts. The present study developed and evaluated the psychometric properties of the Supervisor Competency Effectiveness Index (SCEI), a competency-based assessment instrument designed for employees within manufacturing environments. The scale was constructed through an internal organisational study and an extensive literature review, resulting in the identification of 15 competencies across individual and managerial domains. An initial pool of 150 items was generated and reviewed by subject matter experts in Human Resources and Organisational Development for content relevance, clarity, and representativeness. Following expert review, the instrument was pilot-tested with 111 employees from three manufacturing plants of Prince Pipes and Fittings Limited. Responses were collected using a four-point rating scale. The findings seek to establish an empirical foundation for a contextually relevant competency assessment instrument to support competency-based human resource practices, including performance management and employee development. Further validation with larger and more diverse samples is necessary to confirm its wider applicability.
